The opportunity
The CERV-2026-DAPHNE call supports the prevention of gender-based violence and violence against children, the protection of victims, and cooperation between services and organisations. It includes five priorities, from support for associations to child protection. Each proposal must address a single priority.
Objectives
1. Support intermediary bodies that fund associations. 2. Protect and assist victims of gender-based violence. 3. Prevent gender-based violence. 4. Implement the Istanbul Convention and the EU directive on combating violence against women. 5. Strengthen integrated child protection.
Who can apply
Public and private legal entities. Lead applicants must be non-profit organisations for priorities 1, 2, 3 and 5, and a public authority for priority 4. For-profit entities are eligible as partners. Priorities 2, 3 and 5 require at least two beneficiaries; priority 5 must include a public authority. Priorities 1 and 4 allow applications from a single applicant. For priority 1: at least three years of recent experience in strengthening civil society organisations and previous grant management experience in the fields covered by the call.
Territories
EU Member States, including overseas countries and territories, and countries associated to CERV according to the official list. National or transnational projects. For countries negotiating association, the agreement must enter into force by the time the grant is signed.
Eligible activities
Training for practitioners; awareness raising; protocols between services; tools and support interventions; exchange of practices. Financial support to third parties is mandatory under priority 1. Projects primarily focused on research are excluded.
Funding
Priority 1: grant from EUR 1,000,000 to EUR 2,500,000, duration 36 months. Priorities 2–5: grant from EUR 200,000 to EUR 600,000, duration 12–24 months. The maximum amount entered applies exclusively to priority 1. EU funding covers 90%; the remaining share is 10%.
For organisations in the network
For local authorities in the network, the call may support cooperation between social services, schools and specialist organisations. We suggest examining priorities 4 and 5 in particular, considering local interventions and partnerships consistent with the authority’s responsibilities. Focus Europe may consider supporting partnership development and project design.
