Artificial intelligence is becoming part of everyday work, but access to tools alone does not ensure effective use. In an article published on 23 October 2026, the European Commission highlights the need for targeted training, particularly for small businesses and people updating their skills during their working lives.

Digital competence as a shared foundation

The European Digital Competence Framework, DigComp, developed by the Commission’s Joint Research Centre (JRC), provides a reference for identifying needs and designing training. Digital competence includes critically assessing information, managing content, staying safe and participating through online tools and services.

Public administrations, training providers and employers can use DigComp to develop learning pathways that reflect people’s roles and needs. Applying the framework can therefore connect technological innovation, learning and the quality of work.

A perspective for local authorities and communities

For Focus Europe ETS, these approaches provide a starting point for practical local questions: which skills staff need, how to assess tools and how to support citizens and schools through digital change. This perspective connects with the association’s training and European citizenship education activities.

The Focus Europe network offers a space for exchange among public bodies and organisations interested in developing skills and joint initiatives. Training programmes are tailored to the needs of the administrations involved.
